Where on the arm is blood drawn?

My freind just went in to get blood drawn for an std check. yet the bandaid on his arm isn't in the usual place (on the inside of the arm opposite of the elbow) where they usually stick for blood work, it is between his wrist and the inside of his arm opposite of his elbow. do they normally stick ppl there for bloodwork? I've never had blood drawn from there before...
