Why is the blame being placed on the Police?

Why is the media placing blame on the police for the actions of an individual? The shootings that occured at Virginia Tech are devestating but the Police had no way of knowing that the two early morning shootings would lead to the horrific macre. Why can the media not place blame on the shooter instead of crusifying the Police for not shutting down the campus. It is alomost like saying that after a bank is robbed in New York, all banks should be closed because the robber may strike again. Police Believed it was a single incident. They do not have ESP!!!! So what are your thoughts? I am just so sick of society placing blame on everybody but the person/persons soley responsible!!!!
